The Surrey Easter Chess Congress 1991 was held at the Central Library, St Nicholas Way, Sutton, Surrey, on 29, 30 and 31 March and 1 April 1991.

The Frank Winter Memorial Open was FIDE rated and attracted 71 competitors. First place was shared by Peter Large, Frank Parr, Gavin Wall and Andrew Webster on 5½/7.
